Below are the meeting minutes for Neigborhood Meetings and other Officer meetings. 


Minutes for 10/29:
Rancher's Neighborhood Association members,
Meeting opened at approximately 7pm.
What a great meeting we had tonight!  I am really exited to be the new Secretary.  It is great to be a part of a HOA that really cares.  We met with Northwest ISD's Superintendent, Dr. Rue, who gave us some really great information about where our taxes are going. 
It's good to know that our children are benefiting through new education programs.  Dr. Rue talked about new and upcoming programs for students interested in gaining real experience before college.  Also, she touched on the new middle school, Tisdale, in our neighborhood; it is going to be a great one with natural light and a widened road to cut down on traffic. 
We also had a chance to talk to the principal and vice principal of Hughes Elementary, which answered some of our questions and concerns.  She let us know that there were many skateboarders in the neighborhood that use the school as an after hours skate park and dislodge the picnic tables and use them as a prop to skate off of.  Also, she heard a concerned neighbor ask if they could designate certain spots for the after hours cleaning staff, so the neighborhood watch would know who to call the police on.
We wrapped up our meeting voting on the new board members.  The new president is Patrick Kennedy and the new vice president is Vicki Flock.  The Treasurer is still Donna Palaro and I, Morgan Nevarez, am the new Secretary.
Our next meeting won't be held until January 21st at 7pm.  We are hoping to secure Hughes as the location, but currently have no location set.  The officers will be making signs and sending out fliers about 2 weeks prior to the meeting.  If anyone would like to volunteer to help with signs and delivering fliers in January, for our next meeting please let me know. Even if you only do your block, every little bit helps (we need all the manpower we can get)!

MINUTES
RANCHES ASSOCIATION MEETING
AUGUST 11, 2009
Vice President Jacqueline Slonaker opened the meeting at 7:00pm.
Jacqueline introduced Officer Watkins, our neighborhood police officer, to speak about crime prevention in our neighborhood.  He spoke about crime prevention safety tips and programs, including Code Blue and Crime Watch. A member asked who to contact regarding code compliances.  Carolyn Cummings would be the person to speak with regarding these matters.  Her phone number is 817-740-2030
MARK YOUR CALENDERS!!
1.     September 12 – neighborhood garage sales.  Advertisements will be placed in 2 local newspapers and on craigslist. More information to come regarding the times and whether we all need to get permits.
2.     September 25 – Member Book Drive – more information to come.
3.     October 24 – Neighborhood Party – more information to come.
Diana Branson spoke about the park grant.  It has not been approved yet. We will be getting a park bench in place soon.  She also asked who was interested in getting a free tree from the City of Fort Worth.  Several people signed up.

The meeting was called to order at 7:06 pm by President Diana Branson.
An overview of RNA achievements was given which included:
            Park Grant
            Free Tree Program  - Trees planted at the park
            Sidewalks made to give direct path to school
            Flashing school light
            No Chicken Farm being built close to our homes
Thank you’s were given to all the officers and others that have participated in the RNA.

Mailing Address in by-laws.  There is a proposal to change the address listed on the by-laws from the Police office to the current President’s address.  Vote:  unanimous.
Certain officers of RNA may only serve in that capacity for a total of three years.  The President and Vice President’s positions must be changed for the next calendar year. (2009)

The junior ranchers are having a meeting this evening to discuss how they can help their neighborhood.
A description of CODE BLUE  was given for those unfamiliar.
We have the lowest crime rate of any neighborhood in the area.

Meeting Minutes, July 10, 2008


The meeting began with President, Diana Branson giving introductions of the officers.


Mabri Ramirez from the city of Ft Worth attended as did Belinda from Councilman Sal Espino’s office.

Harold Pitcher, the assistant director of parks was invited to answer questions about our park.


Diana Branson, President and Steve Strader,  V.President announced that they would be stepping down at the end of their term, per the association by-laws.


Monica Strder, Code Blue captain gave us the crime stats.  Crime is down.  The only Part 1 crime was at Cabela’s.  FYI the non-emergency police  phone number is 817-335-4222.  Warnings for summer:  close garages and turn on an outside light at night.


Troy Higgins, Treasurer gave a report.  Our operating funds need to be replenished.  We currently have $475 and our park fund we have $4000.


Harold Pitcher began by stating that the Beach Street Community Center is being built.  The center will offer free meeting space.   Harold stated that there is $90,000 gas well revenue which must used at our park.  New park dedications require builders to put $30,000/acre towards parks.  Currently the parks department is working on 40 active projects worth $78M.  Currently there are not a lot of revenues because drilling has not yet begun.  The city council needs to approve the $ to be spent.  The gas money might take 5-6 months to acquire.  A person from the Parks Dept. will be getting with us in approximately October 2008.  Harold recommends a  public meeting to ask what people in the area want in the park.  From this meeting  a list of items to be put in the park will be developed.  It is possible after this meeting to have it take 12 months for anything to happen.  Per Harold, their budget for next year may include enough money from oil/gas wells to add another crew to work on parks.


After the decisions on what is to be put in the park, the neighborhood association may also be able to hire contractors to install playground equipment, benches etc.

                                                             

A question was asked about those who signed gas leases and the money that Hillwood was going to give us.  If anyone has the email that states 80% participation, needs to send to Diana Branson.  Currently Hillwood is not issuing us the $ due to not having 100% participation.


The Northwest ISD is planning a Natatorium.  Talks are underway.  Ft Worth may participate with the NWISD.  Dennis McCreary from the NWISD is involved.

Minutes

 
Steve Strader VP called the meeting to order at 7:05 pm.  Steve introduced the board members present:

Steve advised that voting for officers will be held tonight.

 
Meg Rogers requested volunteers/nominees for officers.  No volunteers came forward.

The current officers will remain in position for 2008.  The RNA bylaws require new officers for 2009.

 
Diana Branson, President, gave an update on the park grant.  The grant has been delayed by a moratorium on spending.  Emails will be sent when we receive the decision and an announcement will be made at the next meeting.  The RNA has requested picnic tables, a light and a message board.  The RNA has $3900.00 in the park fund.  If we do not

receive the park grant, the association will decide how to spend the park funds.  We are checking with the city about corporate sponsorship.

 
The Toys for Tots drive will be held in November.  We are waiting to hear from their organization.

 
Diana advised that RNA is now maintaining the front entrance.  Jason Brewer of Brewer Landscaping is assisting us with this.  Diana also requested volunteers work on the entrance whenever they have some time.

 
The new apartment complex on Old Denton Rd and Westport Parkway is the main reason for the repair of Haslett Roanoke Rd.

 
Monica Strader gave a Code Blue update. 

            Additional Code Blue members are needed.

            To become a member you need to attend an 8 hour training session and        

                   an 8 hour ride along with a Ft Worth police officer.

            There are no Code Blue issues in our immediate neighborhood.  There have been

                   motor vehicle burglaries at Independence Pkwy and Westport Pkwy.

            Monica requested people keep their garage doors closed and porch lights on to

                   discourage any burglaries.

 
Meg Rogers gave the school update.

            The flashing lights in the school zone have improved traffic.

Diana Branson announced yard of the quarter:

            3464 Desert Mesa Rd. received the award.  The property owners donated the gift            

            card back to the RNA to help with the park fund.

 
Troy Higgins gave the treasury report.

            Park Fund total is $3967.38.  Donations are still being accepted.

            Operating Fund balance is $656.47.

Sal Espino spoke of the number 1 issue being road problems for the City of Ft Worth.  There are $585M of arterial street needs (that's the money needed to widen all arterial streets in Fort Worth) and $400M of poor streets in FW (that's the money needed to completely rebuild all streets classified as poor in FW). It is estimated there are $1-$2 billion dollars in Ft Worth road needs.  He said the next bond package will be presented in 2010 or 2011.  They are hoping to have the roads package part of the bond developed in 2008-2009.

·        Highways 114 and 35W will be widened

·        Some of the Barnett Shale revenue could possibly be put toward road repairs

·        Currently developers cannot be charged for road repairs or infrastructure problems after a     certain point according to the law.

·        Estimated $197 million will be needed for District  II’s needs

·        We need to make sure Lost Creek roads are on the premature failure list.

·        There are ways we can share some planned facilities with NWISD.  Such as the Aquatic Center, Performing Arts Center etc.

·        Ft Worth’s public safety is having its best year since the 1960’s.  We are now the 9th safest city in the USA.

·        Our Police District NPD 3 is the largest in Ft Worth.

·        State legislature doesn’t allow citizens to choose to be sales taxed so a rail can be accessible in this area.  2009 is the earliest legislative session that addresses this issue.  So, we must prepare for it now.

·        Contact Sal at 817-392-8802 or www.district2@fortworthgov.org  with thoughts or concerns.  Marc Provero addressed the issue of the Ft Worth Police Dept. being 400 officers short. 

·        There are 100 street officers expected to be ready for duty when the next academy graduates. 

·        Lost Creek has been very safe.

Andria Kavanaugh addressed the issue of West Nile Virus mosquito control

  • She can be reached at 817-871-7255 or andria.kavanaugh@fortworthgov.org
  • Andria has been checking the standing water in two locations in the Los Creek neighborhood and has not found any West Nile or any other disease evidence.
She said the city doesn’t spray because they find that too many people won’t take precautions and take for granted the spray will protect them.  Also the spray must actually hit the mosquito to kill it and too many are left that were sheltered.

  • Please take precautions.  Do not let water stand in flower pot dishes or any other receptacles around the house.  Use mosquito repellant spray.
  • There are larvicides and other mosquito killers that can be bought at hardware stores that are very effective at killing the mosquito population.
  • The only way to get West Nile Virus is to be bitten by a mosquito carrying it.  It cannot be transferred from one human to another.
  • Birds are the ones who give it to the mosquitoes so do not pick up or handle any dead bird.  If y you find a dead bird, with out touching it, put it in a bag and throw it in the garbage.
  • 80% of people have at some time been infected with West Nile Virus and never knew it.  Most folks have minor symptoms and illnesses.  Once you have had it you are then immune.
 
Denise Donohue, Principal of Our Lady of Grace High School spoke of the 5-acre track at Alta Vista being prepared to house the new Catholic High School.

  • It is expected to be ready by this fall.
  • They expect to have a limit of 450 students.  If that amount is exceeded in 5 years, they may have to relocate at that time.
  • Previously located in Denton.
  • There will be no football field but there will be a practice field.
  • There will be modular classrooms with attractive landscaping that will include trees, grass and lighting.

Diana Branson, President, reported that we are still awaiting a park grant decision.

If we do not get the grand we will vote to take what monies we have and get what we agree upon whether it be for more trees, a shelter, lighting or whatever.  The Park committee is still actively applying for grants.  These commonly take several applications and petitions until they are granted.

 
Erin Shedd and Angela Johnson talked about the Keep Kids Alive Drive 25, a national safety program with which they are associated.

  • Planning a door to door request to try to encourage the neighborhood to slow their traffic speed from the allowed 30 mph to 25 mph and ask people to sign up to put a sign in their yard.

Troy Higgins – Treasurer’s Report

  • The Ranches has 2 accounts.  1. Operating account has $900.47 and  2.  Park account has $3967.38 as of the end of June.
 
Steve Strader cautioned this is a voting year.  New officers will be voted in at the end of this year.  In order to vote a member must pay his dues $25 by voting time.

  • A 5 K run/walk is scheduled for the weekend of September 1 and is open to all.
Steve is available to give landscaping advice.  Contact him through the Ranchesna website or at the next meeting.

The meeting began at 7:10 pm with Steve Strader, VP giving information on the Park Grant. Donations are still being accepted.  Last month $900 in donations were collected from homeowners.  The deadline for the grant is May 31.

Spring Festival              May 12    Meet in the park – food, bounce houses and fun.

 
Elections will take place in October for President and Vice President.  Please think about whether you would like to run.

 
President Diana Branson introduced:

Angelica Cruz Public Education, Rick Vasquez with TPW and Mark Rauscher with TPW and Carol Cummings with Code Enforcement.

 
Mark showed us a map of the neighborhood and what sidewalks had been completed.

Mark stated that sidewalks costs a total of $163,000 to complete in our neighborhood. The ranking to determine what sidewalks are done first:

1.      Survey, pedestrians (Mark will research how they survey)

2.      Street classification, main street vs residential

3.      Speed Limit

4.      Gaps in the sidewalk

5.      Constructability

 
There is one small section of sidewalk that has not been completed – Mark will research.

 
Bike trails are a part of Parks & Community Services.  There are 60 miles complete of the 300 miles allocated for on street bike lanes.

 
Public Transportation – The T is in the process of doing sector studies for a Park & Ride at 287/I35W.  Estimated start is 2009.  It takes 2 years to complete.

Golden Triangle will be 4 lanes undivided between 35W and 377.  Project will start 2008.

This is a part of the 2004 Bond.

 
Street infrastructure handles roadwork.  Mark Rauscher will check with them on Westport Parkway. 

 
2010 will be the next bond issue.

 
Impact fee structure – Developers will be assessed fees which would go into a service area bank.  This gives flexibility to decide where the fees are used.

 
170’s future is up to TX DOT.

170 and Park Vista is scheduled to have a traffic light put in.  Tx Dot approved mid March.  We are to send an email to Councilman Sal Espino to have him check on status.

The flashing school lights that have been started are temporarily held up due to waiting on equipment.

 
Questions were asked about building a parking lot for use when at the park – Answer – the Parks Department does not build parking lots.

 
Signs were requested to restrict trucks from entering the neighborhood and trying to turn around on Lost Spurs – Mark will research.


Troy Higgins – Treasurer reported that we have $1262.96 in regular account and $3819.88 in the Park Fund.

 
Question: What are the hours for the park?  Answer Regular Curfew.

 
Carol Cummings from Code Enforcement stated she had been cruising the neighborhood and leaving notices that they needed to stow their trash containers that that their grass could not exceed 12” high.

  • A permit is required to build a shed
  • 3 cats and 3 dogs are allowed in one house
  • Fences leaning 18”, Carol will handle.
  • Motor homes or boats need to be stored on a paved surface and cannot block sidewalks.
 
School Update by Meg Rogers

  • There was a meeting held for aquatics.  Only 4 people attended. Meg suggested a park like NRH2O be built in order to re-coop money cost to build/run. Swim teams like this idea.  Suggestions will be in place by August.
  • Pre-school is having read time.
  • May 4  Field Day   PTO Meeting
  • May 24  Last day of school.
  • Students are still being dropped off at the cul de sac behind school – no info on this at this time.
 
Steve Strader then reported on lights to the signs at the entrance of our neighborhood.

Tri County Electric is willing to donate putting the power there as long as we get the trench work done.  David Weekly will be asked to do trench work. 

Cost of lights is $14/month and the will have a sensor to turn on/off

V. Pres. Steve gave the introductions for the meeting.

Pres. Diana Branson gave us a year in review for 2006:

  • We are an official organization and recognized by Ft Worth.
  • Coffee with Vicki Truitt
  • Sal Espino, City Councilman – attended 5 meeting/events
  • We participated in Cow Town Clean-up
  • 2 Garage Sales; 275 homes in the spring participated and 185 in the fall.
  • Party in the Park; bounce houses, games and free food.
  • 175 trees were planted within our neighborhood with Ft Worth’s free tree program.
  • 40 free trees were planted in the park.
  • Dr Rue, Northwest ISD Superintendent attended one of our meetings.
  • Traffic Committee was formed.
  • Over 100 Welcome Bags were given out.
  • We are an active member of the North Ft Worth Alliance.
  • We are a member of the Ft Worth League of Neighborhoods.
 
What’s planned for 2007:

  • Garage sale – March 24th
  • Cowtown Clean-up will be March 31st
  • Party in the Park – May 12, with rain day being May 19th.
  • Membership Drive & Park Grant will be in the spring.
  • We will have a Meet Sal Espino meeting in April.
  • Toys for Tots – Christmas 2007
  • 5 K Walk/Run will be the week before Labor Day
  • 40 more free trees for the park
 
Treasurer Report by Troy Higgins:

  • Two accounts:  General fund has $1123.04 and the Park Fund has $2900.00
 
Kerri Harris gave a report on Code Blue and introduced our Neighborhood Police Officer, Mark Povera.

  • January 13th will be the next training class for Code Blue
  • January 30th will be a Community Policing Forum
  • Also those families with removable basketball goals need to have them stored on their property to avoid citations.
  • The police department is in the planning stages of a police sub-station at Westport Parkway and 35W.  Email your support to shawn.stone@ftworthgov.org.  The sub-station will be manned with police officers and detectives. Lt Stone’s phone number is 817-212-2875.
  • There have be 16 vehicles broken into.  99% of those were vehicles with the doors unlocked or items such as wallets that were visible.

Traffic Committee Report by Shawn Bryant.  The following have been done or are in the process.

  • Stop signs, sidewalks, crosswalks at school, lights for school zone and second crosswalk for school.
  • Another crossing guard is being recommended but it is up to the Traffic Dept.
  • Pre-mature road failure will be fixed
  • Shawn is working with the Traffic Department and the timing of the light at I-70.
  • School traffic at High Mesa Ct is a safety issue to be addressed.  Call Citizen Action Support and they will arrange a motorcycle officer to check the area.
 
School Report by Meg Rogers

  • The NISD has a program for parents of pre-schoolers and newborns.  She has literature if you are interested.
  • There is story time at the school from 7:50 – 8:30 for the neighborhood.
  • March 31 is the PTO carnival.
 
For those in attendance we asked that everyone list the three items that they would like to see most in our neighborhood.  A list will be posted on our website.

 
Our next meeting will be April 12th at 7:00 pm.

The meeting began at 7:08 pm by Vice President Steve Strader.  Steve explained our voluntary neighborhood association and the $25 yearly dues which qualifies each paying

household a vote.

 
  • Steve introduced Colleen Demmell, a representative from the North Ft Worth Alliance who is familiar with Land Use Claims.
  •  Patrick Kennedy was then introduced and he awarded a $50 Home Depot Card to the yard of the quarter:
  • Steve encouraged all in attendance to observe the speed limit and slow down to keep our neighborhood safe.
  • An explanation of our elections was given and encouraged others to also run for positions in order to keep the neighborhood association alive.
  • Jennifer Stanley will relinquish her position as Treasurer to Troy
  • Steve gave an explanation of the four incidents that had occurred in the last month. 
  • Kari Harris of Code Blue gave an overview of the program and explained that if you hear rumors or have concerns, to call her.  Her phone number is on our website: www.ranchesna.org .  Kari also noted that response times to our area have improved.
 
Steve Strader then voiced his concern over the safety of all in our neighborhood.  One concern was sidewalks, the use of speed bumps (we’ve been turned down by the city), stop sighs and other items that would promote safety. 

  • Byron from the Ft Worth League of neighborhoods explained the process for building sidewalks and that Ft Worth has 700 miles of roads in disrepair.  He urged all to participate in city life so that our needs can be heard.
  • Sal Espino, City Councilman, explained the Safe Pathways Program, Mass Transit possibilities and what can we do for our area.  Sal stated that we could provide him a list of streets that need to be widened or that are in disrepair.  He also stated that 24 police officers have been added to the area.
  • Fire Chief Esparza was introduced and he explained that 38 additional positions for fire fighters have been created.  Two will be public education instructors who will go out to the schools.
  • Fire Chief Esparza gave a description of how they work with the police and MedStar after an accident has taken place.
  • Lissette Acevedo from the TPW was introduced.  She is concerned and wants to help wherever needed to make our neighborhood a safer place after the 4 accidents.  Her suggestion was to create a committee of people from the neighborhood.  Designate a contact person from that committee. The TPW will put out more meters, and will review any items that the committee submits.  Concerns:  excessive speed, parking restrictions, overgrown vegetations, sidewalks, filling in gaps by roads
  • Mark Povero our neighborhood NPO was introduced and he gave us his email and phone number if we had any concerns or questions.  817-996-0406.  marcus.povero@ftworthgove.org            (12 garage doors were open as he came to the meeting tonight)

The meeting was adjourned. After which Mr.Bryan volunteered for the Traffic Committee. 

 
Also in attendance was Channel 8 and Channel 11 news media.  After the meeting, each of these channels showed their stories on the 10:00 news.  A newspaper article also appeared in the Ft Worth Star Telegram on October 20th.

Minutes from The Ranches Neighborhood Meeting
July 13, 2006

 
Attendance:  Approximately 30

Guests:    Sal Espino, City Councilman

                Mark Pravero, Neighborhood Police Officer

                Lt. Shawn Stone, Ft Worth Police

 
The meeting began at 7:05 pm by V.President Steve Strader giving an overview of the night’s agenda.

 
City Councilman Sal Espino discussed the following:

  • Concerns to be addressed for the city budget
  • Police
  • Public Works
  • Critical capitol needs pkg needs to be increased
  • City needs $6-$8 million to repair premature street failure
  • Gas well drilling ordinance
  • I-35W ordinance – trying to widen the freeway
Sal introduced his assistant Belinda Norris (817-392-8802) District 2@FtWorth.org
Sal also stated that the NW Community Partnership is looking for a representative.  The

group meets the 2nd Wednesday of each month.

 
NPO Mark Pravero gave us an overview of his job.  Mark then introduced us to

Lt Shawn Stone (817-965-3503) shawn.stone@FtWorthgov.org .  His phone is answered 24 hours a day.  Office phone number 817-212-2879.Lt Stone gave us an update on crime in our neighborhoods and how we can help ourselves by closing our garages and being aware of others around us. He stated that a truck had been stopped recently that had stolen appliances from a new home. Lt Stone stated that we need to call-in if we see things that are unusual or people that are in newly constructed homes after dark. Police non-emergency phone number: 817-335-4222.

 
President Diana Branson announced that in October our neighborhood association will have officer elections.  The new officers will take their positions in January.  The elected

positions are:  President, Vice President, Secretary and Treasurer.

 
V. President gave an update of the park grant:  we did not qualify for any of the grant.

The association will still pursue trying to improve the park as we are able to.

 
Kari Harris gave us a Code Blue update and solicited for volunteers to join the group.

Meg Rogers our school liaison stated that August 10th will be the first day of school.  The

Crosswalk in front of the school has been moved.  Tuesday, August 8th  5:30-6:30 will be Meet the teacher for those whose last names begin with A-L.

On Wednesday, August 9th

At 8:00am – 9:00 am, Meet the teacher for those whose last names begin with M-Z.

 
Questions proposed to the guests and officers:

Q: What about the cars that slow down the flow of Lost Spurs Rd?

A.  The cars are parked legally.  The road was not created for a large amount of traffic.

 
Q:  Barking dogs, what do I do?

A:  Call and report.  Also check our website for a link to important information to the City of Ft. Worth link.

 
Q:  Speed Bumps – why don’t we have any?

A:  We have requested bumps be installed but currently they have been getting a count of how many cars travel the roads that the bumps have been requested for. We were told they are still working on it.

The meeting was called to order at 7:06 pm by President Diana Branson.An overview of RNA achievements was given which included:            Park Grant            Free Tree Program  - Trees planted at the park            Sidewalks made to give direct path to school            Flashing school light            No Chicken Farm being built close to our homesThank you’s were given to all the officers and others that have participated in the RNA.Treasurer’s Report            Park Fund $4062.38            Operating Fund $361.30Patrick and Denise Kennedy will keep up The Ranches entry on a monthly basis.  THANK YOUMailing Address in by-laws.  There is a proposal to change the address listed on the by-laws from the Police office to the current President’s address.  Vote:  unanimous.Certain officers of RNA may only serve in that capacity for a total of three years.  The President and Vice President’s positions must be changed for the next calendar year.
